PNPA PRESS RELEASE CONTROL NO. 2022-23

AUTHORITY : PBGEN ERIC E NOBLE, Director, PNPA

ACTION OFFICER : PLTCOL LOUIE DC GONZAGA, Chief, Public Information Office

DATE : October 14, 2022

Silang, Cavite—On Friday, in the Academics Hall, the graduating MASIDTALAK Class of 2023 and the officers of the premier police higher learning institution in the country, led by PBGEN Eric E Noble, were privileged to be the audience of yet another Leadership Forum with the format Strategic Story Telling Time, featuring the former Number 4 man of the Philippine National Police, PLTGEN Cesar Hawthorne Rivera Binag (Ret).

The keynote speaker emphasized to the audience the significance of having a vision and the necessity of self-improvement that contributes to professional development in its realization. “You should be the author of your own story, or you risk having someone else tell it in a way that you may not like,” he advised the audience.

It was a great opportunity for the cadets in particular to hear from PLTGEN Binag, who had nearly four decades of distinguished military and police service. In addition, he emphasized the significance of possessing the leadership and motivational skills necessary to affect positive organizational change. According to him, leaders “create a shared sense of purpose, outline a path forward, and cultivate trust among the people they lead. This could enable us to accomplish remarkable goals.”

When asked about their reflections on the forum, one cadet responded that the Keynote Speaker’s fatherly advice “in case of self-doubt, believe that you can make a difference” left a lasting impression. PLTGEN Binag is worthy of emulation, and perhaps one distinguishing trait and solid foundation of his leadership is his reverence to the Almighty. “For the Fear of the Lord…” he said, “…is the beginning of wisdom.” (PNPA-PIO)
