Silang, Cavite— As part of the two institutions’ shared commitment to aligning their mandates and deliverables, two National Police Commissioners visited the Philippine National Police Academy on Tuesday, September 13, 2022. Commissioners-Attorneys Ricardo P. Bernabe III and Beatrice Aurora A. Vega-Cancio were bestowed the traditional Arrival Honors and were also cordially welcomed by the Key Officials, personnel, and cadets of the PNPA led by the Director, PBGEN Eric E. Noble.
The 1987 Constitution established NAPOLCOM as the body responsible for overseeing the Philippine National Police. Since RA 11279 transferred PNPA from the PPSC to the PNP; and albeit the former’s Academic Charter being granted by virtue of PD 1780, the NAPOLCOM has, in theory, exercises its administrative and operational control and supervision over all PNP units. Thus, as the PNPA recognizes the importance of making the higher office aware of all the relevant issues and concerns, the commissioners were then briefed about the current profile, capabilities, ongoing infrastructure projects, and other significant activities.
The Commissioners, who are both prominent members of the Philippine Bar and well-known in the academic community, placed a strong emphasis during the discussion on the need to make the curriculum offered to the student-cadets—who will eventually lead the organization—more adaptable and pertinent to the needs of the contemporary and developing policing system. They emphasized the value of “competency-based education that will help student-cadets to develop and demonstrate mastery over organizational requirements while building a culture of equity and inclusivity, and prepares them for the real McCoy’ outside of the Academy.”
Furthermore, Commissioner Vega-Cancio underscored that “professors who are in charge of molding the cadets academically must possess competency as it plays a vital role in well development of student-cadets and in ensuring quality learning in consideration of their career in the Philippine National Police.” She also said that “the Commission will provide any help possible to achieve this goal.”
Reaching out to PNPA has been one of the main goals of the said visit by the commissioners, along with working through any problems the organization is currently confronting as a result of the transition. The PNPA is given the assurance that NAPOLCOM will collaborate with it to make sure that it upholds its standards as the nation’s top police higher education institution and is on par with global academic standards. “This is a positive development, and we look forward to more improvement in the coming months that will be for the institution’s betterment,” said PBGEN Eric E. Noble. “Other courses besides the Bachelor of Science in Public Safety could be offered, such as in management, public administration, and other fields that would ultimately be beneficial to the organization and the people it serves.”
