The Philippine National Police Academy held a Monday Flag Ceremony and Distinguished Visitors Program with the Guest of Honor and Speaker, Dir. Elmer J. Decena, the Regional Director of Land Transportation Office 4A. The event took place on September 9, 2024, at the BGen Cicero Campos Grandstand, Camp General Mariano N. Castaรฑeda, Silang, Cavite.
In his message, Director Decena emphasizes the importance of commitment to service, leadership, and responsibility. He points out that true leadership and responsibility are not defined by ranks or titles, but by the ability to inspire, guide, and take accountability for decisions and actions.
