Police Cadet Jay Cheever Goyha Rocaberte of Dumaguete City, Negros Oriental, rose from a life of hardship to become one of the top cadets of SINAGLAWIN Class of 2025, ranking 3rd in the final order of merit. Raised by a single mother who worked as a school canteen vendor, he began helping his family at a young ageโselling empanadas for a peso each to help make ends meet.
Inspired by his older brother, a police officer, Rocaberte set his sights on joining the Academy. Though he initially failed, he refused to give up, returning stronger and more determined. Inside the Academy, he endured numerous challenges that shaped him into a disciplined and compassionate leader.
Today, he is ready to serve the country with integrity and heart, dedicating himself to communities in need and proving that true leadership is born not from privilege, but from perseverance and purpose.
