Silang Cavite—After more than three decades of exemplary public service to the Filipino people, the Philippine National Police Academy, led by its hardworking Director, PMGEN ERIC ESCOSIO NOBLE, rendered honors to PMGEN VALERIANO T DE LEON, the Director for Directorate for Information and Communications Technology, in a Testimonial Parade and Review on April 29, 2023 at the BGen Cicero Campos field.

PMGEN DE LEON belonging to PMA “MAKATAO” Class of 1989, known by his colleagues and friends merely as “VAL”, is the first police general and the first to assume as the Police Regional Director from his batch. He is known to be an officer “with a very wide horizon” as he has been assigned in different PNP Directorial Staff positions including the Directorates for Operations, Human Resource and Doctrine Development and Directorate for Comptrollership.

PMGEN DE LEON was awarded as the PNP Best Junior Police Commissioned Officer nationwide when he was assigned at the PNP Criminal Investigation Group. And he was then designated as the youngest Battalion Commander of the Regional Mobile Group (RMG) in 2006 and recognized as the Best Regional Mobile Group during the Police Service Anniversary in the same year. Although the position requires for the rank of Police Colonel, he was able to successfully carry out his delicate roles with flying colors as a Police Major.

PMGEN DE LEON was also acclaimed as the Best Senior Police Commissioned Officer for Administration in 2016 and a recipient of the Gold Award from the Presidential Anti-Corruption Commission.

PMGEN DE LEON was designated as the Deputy Director for Operations in Police Regional Office 11 and concurrently headed the Davao City Police Office and Davao Occidental PPO in an Officer-in- Charge capacity. He led the Special Investigation Task Group on the infamous bombing at a night market in Davao City on September 2, 2016 which took the identification and arrest of many of the terrorists. He also served as Provincial Director in Quezon Police Provincial Office, Region 4A.

In October 16, 2019 he was designated as the Director of Police Regional Office 7 wherein he institutionalized the major event Security Framework of the PNP that resulted in a “zero crime” rate during the Sinulog Festival attended by more than three million devotees. And thereafter, he was entrusted to lead the Police Regional Office 3 and has made the PRO3 into becoming the Best Police Regional Office nationwide in 2020.

“Life is not an obligation to go around, but I find it as a motive to inspire our personnel of the PNP including the cadets of the PMA and PNPA. I have my own journey and your officers have their own journey it is my motive to share so that our cadets when the time they join the real world, they have the good things to follow, everything we have to follow but the good things we need to follow. And I’m so very happy that today you have given me the warm welcome, from the home of the Lakan led by PMGEN ERIC E NOBLE. And now I enjoin the PNP for more than 32 years and I find that your uniform is exciting and inspiring. And I continue the standard of being the cadets and the premier institution of the Police Academy. I am very happy to walk in the grounds of the PNPA.” PMGEN DE LEON said.

“Leadership is not being the best, but leadership is making everyone else better. I have a lot of personalities doubt since when I’m in active service carrying the rank more than what I have achieved, but I have no jealous on my hand, all because I made them a fruit of what I have achieved. As cadets, I want you to follow, I am honor here to remind you that you need to mentor our future cadets. In few days, some cadet applicants will be joining the Cadet Corps of PNPA, and the only thing that you can check is to mentor and inspire.” he added.

PMGEN DE LEON congratulated the cadets in relentlessly pursuing a noble and very challenging profession in the PNP, and he emphasized in his final words that the Cadet Corps must always embrace the core values – Integrity, Honor, and Courage – and never forget the humanity they always ought to serve.###
