PNPA PRESS RELEASE CONTROL NO. 2022-25

AUTHORITY : PBGEN ERIC E NOBLE, Director, PNPA

ACTION OFFICER : PLTCOL LOUIE DC GONZAGA, Chief, Public Information Office

DATE : October 17, 2022

Silang, Cavite— In today’s leadership forum, two prominent figures in their respective fields Mr Nestor Cruz and Hon. Ricardo Navalta challenged PNPA students to THINK OUTSIDE THE BOX. Monday’s Leadership Forum 6.0 is aimed at providing the cadets and officers in attendance with a fresh perspective. Mr. Nestor Cruz, an accomplished CEO with a demonstrated history of working in the information technology and services industry, was the first speaker to address the audience. Highly skilled in organizational leadership, management, the software as a service concept, mergers, acquisitions, and start-ups, he emphasized the necessity of data analysis on crime prevention and detection for the organization whose primary responsibility is the maintenance of community peace and order. Mr. Cruz is a graduate of the University of Toronto – Woodsworth College and a seasoned business development expert.

The second speaker is a career diplomat, the Honorable Ricardo J. Navalta, Attaché for the U.S. Department of Homeland Security (DHS) and Homeland Security Investigations (HSI) in the Philippines. He represents all the components of the department that are not permanently stationed in the Philippines and oversees all HSI investigations with local law enforcement. Mr. Navalta has over 30 years of experience in law enforcement and has held several key positions within the agency, including ICE Deputy Field Representative, Assistant Special Agent in Charge, and Group Supervisor at the HSI office in San Juan, Puerto Rico. Mr. Navalta also served as the Operations Manager for the HSI Tampa, HSI Miami, and HSI San Juan offices at the ICE HSI headquarters.

Both speakers are well-known in the academe and in the professional world, and they possess the leadership qualities of strategy, culture, vision, and shareholder value, which they have optimized in their own right. They have achieved success by ensuring that they have the time and resources necessary to maintain a high level of passion for the task at hand, which is essential for a leader. This includes exposure to ideas, forums, and individuals, such as those that occurred today, that will regularly refuel their leadership inspiration.

“With the availability of modern technology and information, we must go beyond our traditional limits and embrace the fact that the world is fast changing, and we must keep pace with it,” said Cadet 1C Jefferson Mamauag when asked about his take-away during the forum.

PBGEN Eric E. Noble for his part and on behalf of the attendees, expressed his deepest gratitude to the lecturers for devoting their valuable time to discussing leadership, particularly with the cadets. “As usual, the primary purpose of these forums is to delve into strategic questions for both our personnel and cadets,” he said. PBGEN Noble added, “Sometimes it’s about revisiting the strategy, other times it’s about aligning people behind it, and frequently it’s about gaining clarity on the direction we’re headed. Regardless, it should always be about engaging PNPA so that we can maintain a connection to the strategy and a greater sense of accountability, and most importantly, produce leaders who will serve as catalysts for positive change and excellence.” (PNPA-PIO)
