Silang, Cavite—The Honorable Roy M. Loyola, a simple lawyer turned public servant and the current Congressman of the 5th District composed of the Municipalities of Carmona, Silang, and General Mariano Alvarez (collectively known as CASIGMA) in the progressive Province of Cavite, paid an official visit to the country’s premier police higher education institution as part of its Distinguished Visitors Program on Monday, October 24, 2022.
During his tenure as CASIGMA’s representative, he became a member of the House of Representatives’ Constitutional Amendment, Games and Amusements, Good Government and Public Accountability, Justice Journal, Local Government, and National Defense and Security Journal committees. Notably, among the laws he introduced, he is the primary author of Republic Act RA 11934, also known as the SIM Registration bill, which was signed into law by His Excellency President Ferdinand R. Marcos and became effective on October 10, 2022.
Through the years, he has received acclaim for his performance as a public servant in recognition of his dedication and zeal while in office. The Presidential Dangal ng Bayan Award in 1999; the Presidential Lingkod Bayan Award in 2009, both conferred by the Civil Service Commission; the Konrad Adenauer Medal of Excellence in 2003; and the General Emilio Aguinaldo Outstanding Achievement Award for Industrial Development in 2006 are among the awards and distinctions he has received.
Representative Loyola also serves as a Lieutenant Colonel in the Philippine Army Reserve Command, in keeping with his devotion to God, country, and people. As he is happily married to the Honorable Dr. Dahlia Loyola, the Mayor of Carmona, is it very clear that public service runs in their family.
Cadet Corps Philippine National Police accorded Representative Loyola with the customary Arrival Honors. Director, PNPA, PBGEN Eric E. Noble briefed him shortly thereafter on the status of the PNPA Camp Master Development Plan. As the Representative of Silang in Congress, PBGEN Noble was assured of the former’s support for the infrastructural development within PNPA, and he declared that several priority projects must begin as early as the first quarter of the following fiscal year.
The honored guest reminisces about how, while he was in office, the towns he represented rose from being relatively unknown to being ranked among the nation’s most prestigious municipalities. “Lahat yan ay nangyari dahil pinili nating manglingkod,” he uttered. “Ang masasabi ko sa inyong mga kadete, paglabas niyo dito, hindi lang ang pangalan niyo ang dala dala niyo; dala niyo din ang pangalan ng institusyon na pinapatakbo ng kaban ng bayan. Paglingkuran natin ang bayan at mamamayan ng buong puso at tapat sagapkat kung wala ang suporta nila wala kayo dito,” thus remarked the good congressman speaking in front of the cadets.
For his part, PBGEN Eric E Noble enthusiastically returned the honors to the distinguished guest, saying, “Sir, many, many thanks to you, for one, laking pasalamat naming mga pulis sa pag-sponsor niyo sa SIM Registration Act, very helpful po ito sa aming hangarin para sa labanan ng kriminalidad; ikalawa, we are very fortunate to have you as one of our key supporters to making all the key infrastructural projects inside PNPA a reality, ramdam namin sir ang pagmamahal mo sa iyong constituency dito.” (PNPA-PIO)
